In the policy ferment following the November elections, it will be beneficial for the Fund to have increased flexibility in approving small grants to take advantage of unique opportunities to inform the process of health care reform. This appropriation for presidential/congressional transition year opportunities will authorize the Fund's president to use these dollars to underwrite specific projects toward this end. Possible projects include modeling insurance tax credits or premium subsidies, modeling phase-in options for universal coverage, analyzing options for improving Medicare benefits, and identifying and modeling reform financing strategies.
