In recent years, it has become clearer that reporting quality-of-care data spurs providers to embark on improvement activities, and that such activities can help to reduce racial and ethnic disparities. The National Voluntary Hospital Reporting Initiative (NVHRI) aims to foster quality improvement through various measurement and improvement activities. As of May 2004, nearly 2,000 hospitals had submitted data for at least one of the 10 NVHRI hospital quality indicators; all must do so by August 2004 or face financial penalties. The investigators for this project will work with the private University HealthSystem Consortium to: 1) collect and analyze data based on the 10 hospital quality indicators stratified by race, ethnicity, and primary language to measure disparities in inpatient care; 2) conduct case studies to assess the hospitals' response to reporting quality data by race/ethnicity; and 3) assess the feasibility of implementing a uniform framework for collecting data on race, ethnicity, and primary language.
