HealthPass is a two-year-old demonstration project in New York City that allows small businesses to offer their employees a wide range of health insurance options and set a defined contribution to this coverage. With public subsidies for the program ending, the time is right for an independent evaluation to assess whether HealthPass has helped make insurance more affordable for workers while enabling small employers to offer attractive, competitive coverage. The study will also explore how HealthPass can become financially self-sustaining, if possible, and how the program's managers can improve current operations. More broadly, it will generate information for state and federal policymakers about ways to strengthen the small-group health insurance market.
