Persuading state health policy leaders to invest in early child development will require solid evidence that efforts to improve such services produce beneficial results. In the next year, project staff will complete a three-year evaluation of the four-state consortium launched by the Fund's Assuring Better Child Health and Development (ABCD) program, whose goal is to enhance participating states' ability to improve developmental services for low-income young children. The evaluation will determine whether the projects designed by North Carolina, Utah, Vermont, and Washington have been able to increase the number of developmental services provided to poor children, expand parents' and pediatricians' knowledge of child development, and change Medicaid policy to promote expansion of these services. Additional support proposed for the North Carolina ABCD project will enable state officials to determine if intervention sites provided higher quality pediatric care to children than comparison sites. Project staff will synthesize findings from the overall evaluation to identify common factors associated with the projects' successes and limitations. Dissemination of these results will boost efforts by the four states to sustain or expand their projects, as well as inspire other states to embark on their own child development initiatives.
